Electric potential is the function of distance from the given charge configuration.
 
If the given charge configuration consists of two like charges separated by small distance,
it is possible to find several points in surrounding space of this charge configuration
that has given constant potential.
 
By joining these points we have equipotential surface surrounding the like charges placed small distance apart.
