However, answer to your first query is,

The noble gas core is an inner shell configuration which corresponds to one of the noble gases. For example, magnesium (Atomic number = Z = 12) has electronic configuration of 1s22s22p63s2 or [Ne] 3s2.

The pseudo noble gas core is an inner shell configuration corresponding to one of the noble gases together with (n-1)d10 electrons. This is because these electrons usually are not involved in chemical reactions. For example, Gallium (Z=31) has an electronic configuration of [Ar] 3d10 4s2 4p1.
