Expert Answer
A body is said to be in equilibrium if it satisfies two condition
i) The resultant force is zero
ii) The resultant torque is zero
We can not ay that the body is at rest is in equilibrium for example
The velocity of the ball thrown upwards becomes zero at the heighest point so momentarily it is said to be at rest but not in equilibrium.
The bob of the pendulum at the extreme ends comes to rest for fractions of seconds but it is nt said to be in equilibrium as the forces are not balanced.
