What is special about this mathematical formula: r = sqrt ((p*p)+ (q*q))?

This is Pythagoras Theorem. Pythagoras Theorem can be applied in right angle triangles, that is when one of the angles in 90 degrees. The square root of the sum of the squares of the base and the leg is equal to the third side, that is hypotenuse.
