Slope of line which is perpendicular to the line joining the points (3, 7) and (- 4, 8) = 7.

Equation of line passing through (5, 4) and with slope 7 is
            y - 4 = 7 (x - 5)

       y - 4 = 7x - 35   
                                                                                    
        7x - y - 31 = 0.
