why the potential of a charged coductor decreases ,when a negative charge is brought nearer to it.

When you bring an uncharged conductor near a charged one, then in the lights of electric field of the charge, the uncharged conductor polarizes(due to induction) and the charge, opposite to the charge of charged conductor comes near that surface of uncharged conductor where charged conductor is nearer(tendency of neutralization and opposite attracts). The potential of this charge reduces the initial potential as it is opposite in sign
