Let q1 is decreased by 10% , then magnitude of new charge = 0.9 q1
 
Let q2 is increased by 10% , then magnitude of new charge = 1.1 q2
 
Modified force F '  = begin mathsize 14px style 0.1 space cross times 0.9 space space K space fraction numerator q subscript 1 q subscript 2 over denominator d squared end fraction space equals space 0.99 space cross times 100 space N space equals space 99 space N end style
