Why are concentrations of pure solids and liq's taken as a constant in the heterogeneous eqbm part ?

The position of an equilibrium involving a pure solid or liquid does not depend upon the amounts of pure solid or liquids present. Hence concentrations of pure solids and liquid taken as a constant in a heterogeneous equilibrium.
