if certain amount of force is applied to a blackboard then is it necessary that the blackboard will also exert a force on our hands?explain....? can this situation be called as an ideal example of newton s 3rd law of motion ?

Dear student,
Certainly yes. When you apply a force on the blackboard, the blackboard also applies equal and opposite force on you.
As, Newton's 3rd law states that for every action there is an equal and opposite reaction. In other words, when one object exerts a force on another object, the second object exerts a force of equal strength in the opposite direction on the first object.
