Let R be the initial resistance . After folding the wire by 4 fold , each wire has resistance R/4 because resistance is proportional to length.
Then equivalent resistance of four segments when they are parallel is

Hence , equivalent resistance is R/16 , i.e initial resistance is decreased by a factor 1/16
