Why velocity ratio is defined as velocity of effort by Velocity of load and not velocity of load by velocity of effort.What is the reason behind it?

In simple machines, Mechanical Advantage (MA) and Velocity Ratio (VR) are defined so that both numerical values are same
if energy is not wasted in friction and efficency is ideally one ( 100%) .
Here efficiency is ratio of applied energy to the energy utilised for the operation on load
 
Basically machines are designed so that to move a heavy load to a small distance, less effort is applied over long distance.
 
Hence we need mechanical advantage to be greater than one for machines and we need VR is to be nearly equal to MA,
due to conservation of energy, VR is defined as  the ratio of effort arm ( i.e. distance moved by effort)
to the load arm ( i.e. distance moved by load) because we know that movement of effort is greater than movement of load.
 
When a machine is designed to have MA = 100,  VR for machine also made slightly more than 100 by considering the realistic efficiency
