Figure shows the third order lever. IN this type of lever effort is applied in between fulcurum and load.
 
Velocity ratio is less than 1, as explained in figure.
 
Velocity ratio can be changed by changing point of application of force (effort) . 
If the point of application of effort is near to load,  then velocity ratio approaches one.
 
Such levers do not have good mechanical advantage. In fact they have mechanical disadvantage .
The effort is closer to the fulcrum than the load. The effort is always greater than the load.
However, one advantage of such levers is that the distance moved by the load is greater than the distance moved by the effort.
