i) Why is ratio of velocities of light of wavelengths 4000 °A and 8000 °A in vacuum 1:1? ii) and which one of the above wavelengths has the higher frequency?

(1) Both are electromagnetic radiations. All electromagnetic radiations will travel in vacuum with same speed.
 
(2) c = nλ, where c is speed of light, n is frequency and λ is wavelength. Hence lower wavelength 4000 Aº will have higher frequency
