How does the charge look like? Is it matter or energy?

In an atom charges are found at nucleus and its surrounding as an electron cloud. Charges are parts of matter or u can say integral part which posses charge as well as mass. If we combine these charges we will get matter which has charge. You can not apart matter and charges they will exist simultaneously.
