A frame of reference is standard used for reporting any phenomena, just like we use the cartesian coordinate system to tell coordinates of a point, if instead we tell coordinates of a bird sitting on a branch, we just used a reference frame.
The reference frame in which Newton's first law holds true is called inertial reference frame.
