we know that accuracy of a measurement is a measure of how close the measured value is to the true value.But what is reffered as the true value?

what if there is an error while finding the true value?

Is true value a result of measurement?

A true value is a value with minimum or no error.It is the value that remains consistent with the definition of that particular quantity.It is the value that is obtained by a perfect measurement with perfect measuring instruments without commiting any errors of any type.It is consireded as the correct value of the measurand.
It is approached by averaging an increasing number of measurements with no systematic errors.
It can never be known with total certainity.
