The second overtone of a pipe closed at one end has the same frequency as the third overtone of a pipe open at both ends. Compare the length of the pipes

Let v be the velocity of sound , Lc is length of pipe that has closed end at one side and Lo is length of pipe that has open sides  at both end.

From figure we see that second overtone of one end closed pipe equals third overtone of both end open pipe, then we have

4 [ v / ( 2 Lo ) ] = 5 [ v / (4 Lc ) ]

from above expression, we get

Lo / Lc = 8/5 = 1.6
