Cockroach will survive since it respires through the spiracles present on the sides of its body. It does not take in air through nostrils, so even if its head is under water, it does not have any problem in respiring.

Rats on the other hand respire through their nostrils present on the head. So if their head is placed under water, water will enter their nostrils and lungs and they will not be able to respire. Hence they will not survive.
