3. has 4 significant figures etc.

First write the number in standard form. Then count the number of figures in the number, do not consider the powers of ten.

For example 480 cm = 4.80 x 10 ^-2 m

4800mm = 4.800 x 10^3mm = 4.800 m so this has 4 significant figures.
