Materials of low resistance is a good conductor of electricity,then how is tungsten of high resistance, a good conductor of electricity?

I think you are mistaken - tungsten has low resistance at room temperatures and so is considered a good conductor of electricity. However, it has a relatively higher melting point and higher resistance at high temperature. This is why it works so well for incandescent bulbs.
