Any charged object due to having charge creates a region around itself where another charged object if brought feels attracted or repelled.
This region of influence of a charged object is called electric field, and it comes as soon any object gets electrically charged. As electron is negatively charged particle, ALWAYS, there is electric field, ALWAYS.
