First write the dimensions of these quantities.

Use Coulomb's law to find the dimensions of permittivity. Write dimension of charge as [AT] as current = charge/time.

Use definition of electric potential to write the dimension of V.

At times it is easier to find the dimensions by looking at units. If you substitute units you fill find that X is dimensionless.
