can a bird be electricuted if it stands on a wire such that there is a resistor in between her legs

Yes, it'll be electrocuted, provided the the two terminals of the resistor are maintained at different potential.
Normally the bird sitting on wires, are sitting on wires of the same potential, so electrocution.
However, if they straddle any two wire, then definite they'll be electrocuted.
