Both the expression means the same thing since, V = IR.

More power consumption means more energetic flow of the free electrons. The more energetic flow means the free electrons collide among themselves more frequently, and this means more resistance, hence more power means higher energy and hence higher resistance.

Resistivity is the charcteristic of a given material and depends upon availability of free electrons and unlerlying structure of the material.
