The potential energy difference is given in terms of a quantity called work. The statement "potential energy so defined is undetermined to within an additive constant" means that the actual value of potential energy at a point is not significant and only the difference in potential energies between different points in space have any physical significance. So, this also gives us the freedom to choose the point in space at which we can set the potential energy to be zero.
