Electronegativity value for a paticular and the most stable oxidation state is fixed for that element.
For example, oxygen = 3.44, copper = 1.90

The affecting electronegativity values are as follows:
1)Nuclear charge -
The higher the nuclear charge, more will be the electronegativity value of an element, as the nucleus will be able to attract or pull more electrons towards itself.

2) Atomic size -
Electronegativity value is inversely proportional to size of the atom. The smaller the element, higher the will be the positive nuclear force experienced by outermost shell electrons. Thus, more will be the electronegativity.

For example, Fluorine is the smallest atom in the periodic table and hence the most electronegative element.

3)Screening effect or shielding effect -
If the outermost electrons shields the nucleus effectively, then the electronegativity of the element decreases.

Thus, the electronegativity value will not vary according to the atom to which it is bound but depends upon the above three factors.
