Who were against the creation of linguistic states? Why?

The first Prime Minister of India, Jawaharlal Nehru and the Deputy Prime Minister Sardar Vallabhbhai Patel were against the creation of linguistic states. It was because the country was still seething from the partition and they feared that the creation of states based on languages could further lead to the division of society and endanger the unity of the country.
