Expert Answer
In the given frame of reference , either the body is in the state of rest or in the state of motion .
The body can not be at both the state simultaneously .
It is possible in different frame of reference and observed by different observer.
For example , when you travel by a train, you are in the state of rest with respect to train.
But for the observer outside of train , you are moving.
