If angle between vectors a and b is θ , then we have

a = i - 2j + 3k , |a| = ( 1+4+9)1/2 = (14)1/2
b = -i +2j +3k , |b| = ( 1+4+9)1/2 = (14)1/2
a.b = -1 -4 +9 = 4
hence cosθ = 4/13 , θ = cos-1(4/14) = 73°
