In forward bias depletion region between on junction is very thin because it allows current to flow. But in reverse bias depletion region becomes thick and the thickness of region depend upon amount of photon absorbed on the surface . In reverse bias current in depletion region is much more larger as that of forward bias so amount of current produce in reverse bias is larger . That's why photo diode is connected in reverse bias.
