what if a coin fly in the air or a preson walk in water is it non-newtonic law .

Hi Nikhil,

If a coin flies in air or a person is able to walk on water, then it does not go against the laws of Newtonian mechanics.

It only means that the conditions that were preventing the events to happen are being overcome keeping the Newton's law intact.
