Let velocity of man be  u = 3 i  .....................(1)
where i is unit vector in the direction of x-axis.

Let velocity of rain be v = a i + b j  .....................(2)
where j is unit vector in the direction of y-axis

if rain appears to fall vertically with velocity 4 m/s, then

relative velocity of rain with respect to man = v - u = (a-3) i + b j =  -4j  ........................(3)

from eqn.(3), we get a =3 and b = -4 ,  hence velocity of rain v = ( 3 i - 4 j ) m/s

if man's velocity is changed as u = 6 i  m/s, then relative velocity of rain v - u = (3-6) i - 4 j

hence angle = tan-1( -4/-3 ) ≈ 53° with vertical ( in the direction towards man)
