1. why nitric acid not prepared from atmospheric nitrogen                                                                        2. why nitric acid is a stronger oxidizing agent in conc state of acid than in dilute state.

Nitric acid is a stronger oxidizing agent in concentrate state of acid than in dilute state.
Because in concentrate state the  NO3- ions are very reactive and take up electrons from other species and oxidised them 
but in case of the dilute state, the solvation effect of water molecules stabilised the nitrate ion hence its reactivity relativily decreases.
