Let's consider a scalar quantity, mass.

zero kg mass means no mass at all.

Similarly zero vector, such as force, F = 0i + 0j + 0k,

i.e. all it's components are zero and it has no direction, signifies zero or non-existence of the concerned vector physical quantity.
