This is because our eye lens has certain limilt  and cannot reduce its focal length beyond 25 cm which is the least distance of distinct vision .This means that an object must be placed atleast 25 cm away from the human eyes in order to be seen distinctly. So, objects placed closer than this distance (25 cm) can't be seen clearly.

The power of the eye lens varies from about 40D to 44D.
