Let's say only 2 votes are cast. Since the candidate received more than 94% but less than 100% means he can get 1 out of 2 votes cast. But that's 50% and not a possible.

We find that if total votes cast are 17 and the candidate gets 16 then 16x100/17 = 94.12% which is perfectly satisfies the requirements. Hence the least possible number of votes cast are 17 and not less than that.
