At stopping potential does the work function becomes zero?

Work function is the property of photo-sensitive material . It varies fro material to material but exists always.
In photo-electric effect, incident light energy is absorbed, if the absorbed energy is greater than workfunction,
remaining energy i.e. (incident energy-workfunction) appears as kinetic energy of ejected photo-electron.
To measure this kinetic energy, negative potential is applied and its magnitude is varied to find stopping potential
and thereby kinetic energy of photo-electron is calculated
