The initial velocity with which the two balls has to be thrown so that atleast two balls are in the sky is given by first equation of motion,
Thus,
v = u + at
v = 0 when the ball reaches the maximum height.
Thus,
0 = u + gt
g =10 m/s2
and time interval t = 2s
Thus,
u = -gt = -10 x 2 = 20 m/s
