The phrase " centre of magnetic field " does not have any meaning in this posted question
I guess user is referring magnetic field at centre of circular coil
Ampere Circuit law is to get magnetic field at a point near to the current carrying wire .
It is assumed in Ampere Circuit law, distance of the point where we are finding magnetic field from wire is very small compare
to length of wire
Whereas in circulr coil, at centre , magnetic field overlaps due to current passing through different lengths of coil
along the circumference. Hence we need to apply Biot-Severt's law to get magnetic field at centre of coil.
Ampere circuit law is integral form , but Biot-severts law is differential form. Both are one and the same
