chose to begin the Civil Disobedience Movement with the breaking of the salt
law?

The production of salt in India had been monopolised by the British colonial government and Indians were not allowed to produce salt. This was typically exploitative of the British Government which was extracting revenue from a substance like salt which was naturally available in nature. Because the salt law was one issue which affected all Indians, cutting across class and caste, Gandhiji decided to begin the Civil Disobedience Movement with the breaking of the salt law.
