What is the reason that in biot savart's law the magnetic field is inversly proportional proprotional to square of distance between the conductor and the observation point?

A charge has an electric field associated with it.
This erlectric field is inversely proportional to distance squared.
 
According to Maxwell's equations of electromagnetism, electric and magnetic fields are connected to each other.
Hence, the magnetic field associated with the charge distribution is also inversely proportional to square of the distance.
