If somebody travels with the speed of light can it travel time?

There are two reference frame. Let is consider, one reference frame is attached to earth which is stationary.
Other reference frame is attached to moving object.
If an observer is in reference frame attached to moving object, he will not feel the movement and effect of speed of object.
For an observer in reference frame which is at rest, time duration Δt' of events taking place in the moving reference frame is
factored by , where v is speed of moving reference frame and c is speed of light.
when v ≈ c , the factor γ >> 1
For example , life time of radioactive nuclei when it is moving with velocity comparable to c appears longer
in comparision with life time of radioactive nuclei which is at rest .
