Effect on Concentration-

concentration depends on volume.

Concentration of solute= moles of solute\volume of solution

in case of dilution, Volume of solution increases so concentration of hydronium ions decreases.

Effect on pH-
when you are diluting any acid or base, ammount of water increases in the solution, pH of water is 7. So, pH of acid/base will shifts closer to 7 after dilution. For acid, it increases and for base, it decreases.
