Can the absolute value of refractive index of a medium be less than unity ? Why or why not ?

Nope, coz light is fastest in the vacuum. Therefore in any other medium its speed would be slower than in that of vacuum.

Absolute refractive index = c/v 

Since the speed of light is highest in vaccum. And in other media it is relatively slower than in vaccum. Therefore u would get c/v  always greater than one. Where c is speed in vacuum and v is speed in medium
