Substances expand on heating.
 
During summer the temperature of the surroundings is high.
 
A liquid (fuel) will expand more under this heat and occupy more volume.
 
If one buys fuel in mid afternoon, the fuel would have expanded to a greater extent and hence less fuel will occupy more volume of the fuel tank. Hence, one should buy the fuel in early hours of the morning.
