Basically, this question is asking you to find the components of a vector 25.0° North of East with a magnitude of 3.10 km. 
 
 
y = R sin25° = 3.10 × sin25° = 1.31 km
x = R cos25° = 3.10 × cos25° = 2.81 km
Thus the correct option is (a)
