why is inertia always in uniform motion?

There is no such thing that inertia is always in uniform motion.
It is just that, we call all bodies having uniform motion to be in an inertial frame because in their case their inertia is not yet overcame.
Once you accelerate, th inertia is overtaken and the frame is now called Inertial Frame.
