why does a lift move even though balanced force act upon it??

Actually the lift is on one side and weights which balance on the other side of the pulley. As they are balanced they won't move. But the pulley is rotated in either way clockwise or counterclockwise by a electric motor, and as the weights and lift are always acted by balanced forces they move with constant speed.
