when p-type and n-type semiconductors are joined together, because of diffusion of charge carriers through the junction, a barrier is formed which opposes the further diffusion of charges through the junction. this barrier is called potential barrier.
Potential barrier cant be used as the potential difference for providing current to other circuits because charges in this region are not mobile.
