What is the criteria used in the moving of a boat in backward directon when a man steps on it ?

When you step out of the boat , the boat shifts back wards.This is due to the conservation of momentum.The momentum of the man stepping out is equal and opposite to the momentum of the boat in accordance to the conservation of momentum.
Mass of man x velocity of man + Mass of boat x velocity of boat = 0
Velocity of the boat = -(Mass of man x velocity)/mass of boat.
Hence the velocity of the boat is opposite to the direction of the boat and it shifts backwards.
